Aquatic Farm Authorization Requirements
Activities Managed by the Department of Fish and Game

The Department of Fish and Game issues the following permits:

  1. Aquatic Farm Operation Permit
  2. Stock Transport Permit
  3. Stock Acquisition Permit
  4. Seed Source Approval (instate) or Certification (out-of-state)
  5. Special Area Permit
  6. Wild Stock Harvest

Aquatic Farm Operation Permit

Activities Covered:
Aquatic farm, nursery, and hatchery operations (for shellfish and marine plants).
Purpose:
Protect, maintain, and improve the state’s fish, game, and aquatic plant resources of the state, and manage their use and development in the best interest of the economy and well-being of the people of the state.
Process:
For an Aquatic Farm Operation Permit - Joint-agency aquatic farm site application, agency comments to DNR Programs for lease, agency review, and if approve, permit issued no later than 30 days after the DNR lease, unless additional review is required. For transport - spat transport application, division review, spat transport permit issued for 1 yr. duration; For acquisition - broodstock transport application, division review, broodstock transport permit issued for 1 yr.; For operation permit renewal - renewal form, renewal fee, agency review, permit reissued for additional 10 yr. period with issuance conditional on compliance with permit and operation continues to be technically and operationally feasible, and approved operation and development plan; For operation permit transfer - transfer form, updated operation and development plan, transfer fee, agency review, operation permit issued; For operation permit reporting - Joint-agency annual report; and Monitoring - site inspections.
Fees:
Survey fee for all on-bottom applications (submitted with Joint-Agency Aquatic Farm Program Application): $5000 for a proposed subtidal farm, $2500 for a proposed intertidal farm; operation permit renewal: $100.00; Operation Permit transfer: $100.00

Special Area Permit

Activities Covered:
Approval of a project or activity within a State game refuge, game sanctuary, or critical habitat area.
Purpose:
Regulate water use activities in classified areas, to protect the essential fish and wildlife habitat.
Process:
Joint-agency application, agency review, special area permit issued for 5 yrs, For Special Area Permit renewal – application form, agency review, permit reissued for another 5 yrs., conditional on compliance with all permits. For Special Area Permit transfer – use operation permit transfer form, agency review, special are permit issued; For reporting - Joint-agency annual report; and Monitoring - site inspections.
